Job Description

NSW Government Agency is seeking a Head of Technical Delivery for a major inflight program. This is an initial 12-month contract with options to extend.

The successful candidate will possess first-class communication and stakeholder engagement skills, with a solid technical background around Wireless Network Deployment Delivery and all the different phases. You must have an excellent and extensive history of Program Delivery.

Primary Purpose of the role:

This is a leadership role acting as the single point of contact for all technical related matters associated delivery. Reporting to the Chief Technology Officer but working directly alongside the Program Director, the role will:

  • Ensure the state-wide network deployment meets the required design standards and guidelines, meets the network integration validation criteria and meets Operational Acceptance testing entry criteria
  • Work with all domains to ensure program delivery is on time to budget and quality objectives are met within the extent of the roles control
  • Work with and manage subcontractors currently undertaking design, construction and operational acceptance activities and assure the delivered network meets the stated and agreed agency requirements
  • The Head of Technical Delivery has the responsibility for leading the collaboration with NSW government agencies in presenting and promoting the solution outcomes to the agency technical and operational community.
  • Be the technical solution interface to the PMO, CTO and other technology teams

The role will engage with technical experts to ensure that all mandated design standards and guidelines are complied with and any identified changes to standards and guidelines are communicated, assessed, acted on and issued.

Accountabilities:

  • Manage internal and external teams as it relates to the technical delivery of the program
  • Provide clear direction to internal and external teams on design requirements, design options and other activities through the lifecycle of the project
  • Endorsement of the network build to design standards and guidelines
  • Ensure program timeframes and budgets are achieved
  • Telco Authority technical representative in relevant program governance forums
  • Presentation and promotion of program outputs to agencies and collection, collation and application of agency technical input
  • Interface with the CTO and Design forums to report on progress, and manage the resolution of technical issues, recommended changes to design standards and guidelines and requests for information
  • Provide technical stream reporting

Skills/Expertise required:

  • Advanced people management skills and experience
  • Advanced stakeholder engagement and collaboration experience
  • Advanced program management and delivery experience on large scale rollouts
  • Understanding of financial / technical / operational impacts and trade-offs for major program delivery
  • Extensive experience working with subcontractors and managing and directing third parties
  • Ability to develop innovative design option to address complex technical, financial, process, engagement, procurement and other issues as they arise
  • Excellent written, presentation and negotiation skills
  • Detailed end-to-end knowledge of wireless networks
  • Extensive experience with technical program delivery and wireless network deployment
  • Sound understanding of network RF coverage analysis, traffic and reliability modelling, antennas, IP/MPLS and transmission network technologies

Experience:

  • 10+ years leading teams in the deployment of radio and/or mobile networks design, build and integration
  • Demonstrated experience working in a network rollout environment managing and delivering a technology solution involving multiple, diverse stakeholders
  • Desirable previous experience working within the Government sector
  • Proven experience working directly with internal and external stakeholders at Assistant Commissioner/CTO level Previous experience of managing teams in matrix environment
