Job Description

Our client, a NSW Government Department is seeking to engage an experienced Software Category Manager. The position is required to manage all aspects of software agreements, licensing, projects and development across multiple stakeholder groups. You must have strong knowledge of NSW Government procurement policy framework and CIPS accreditation is highly desirable.

Procurement Projects - Software Category

  • Accountable for delivery of standard and complex ICT procurement projects and deliverables in high-value and high-risk procurements
  • Manages guides and/or develops internal procurement projects

Procurement Planning

  • Reviews data sets and proposed process changes to identify negative and positive impacts
  • Uses project management and change management principles to introduce, manage and review processes and systems

Procurement Process

  • Prepare procurement documentation which is professional, well-structured and concise, uses appropriate language and contains relevant information for high value / high risk projects and provide expert advice on the supplier evaluation and selection process and manage the process for high value / high risk projects

Software Contracts

  • Directs and participates in procurement planning and service provider selection
  • Awards contracts and provides feedback on the results

Software Licensing

  • Overseeing all software licensing agreements

Key Selection Criteria:

  • Must have extensive knowledge of software projects (may come from a project background)
  • Extensive knowledge of software agreements, software licensing and software development
  • Tender Management experience in a complex ICT projects environment
  • Analytical, quantitative skills and knowledge of business process re-engineering
  • Contract negotiations and understanding of contract law and other legislation
  • Applied project management skills
  • Able to use MS programs to produce high quality documents, spreadsheets, flowcharts, diagrams, etc.
  • Excellent knowledge of in house procurement tools such as e-Tender system
  • CIPS accrediation (desirable)
